Public R&D institutions are suitable research partners for companies carrying out applied research and product development projects in a smart specialisation area:

• universities;
• public R&D institutions and those established by the state;
• institutions of professional higher education established by the state and those operating as part of foundations set up by the state;
• private R&D institutions that have received positive evaluations.
