On 30 January 2026, the call for proposals of the EU partnership LUKE (Linking Ukraine to the European Research Area) will open

Deadline for proposal submission: 30.04.2026. The call is funded by 15 research funding organisations from 12 countries, with a total budget of EUR 10 million.

Proposals may be submitted in four thematic areas:

  1. Energy: Sustainable and renewable energy and energy security
  2. Cybersecurity: Cyber resilience of critical infrastructure and adaptive cybersecurity systems
  3. Medical and health research: Telemedicine, biomedical research
  4. Social sciences and humanities: Social reconciliation, sustainable societal development, and human capital restoration

The maximum project duration is up to 24 months. A consortium must include at least three partners from three different call-funding countries, including one partner from Ukraine. The lead partner in nominated within the consortium.

Estonian participants are funded by the Estonian Research Council (ETAG). The maximum size of the budget depends on the role of the partner: up to EUR 150,000 if the Estonian participant is a regular partner, and up to EUR 300,000 if the Estonian participant is the project lead partner (coordinator).
