ReICO is a joint initiative of the European Commission and the OECD aimed at compiling reliable, comparable data on research careers in both the public and private sectors. ReICO was launched in June 2024 and is a six-year project.
ReICO builds on the Council Recommendation on developing a framework in EU Member States for attracting and retaining research, innovation and entrepreneurial talents in Europe (CouncilRecommendationC/2023/1649). Collecting data and providing an overview of it forms part of achieving this objective.
ReICO data are structured around three themes: the development of research and innovation talent, the labour market, and talent mobility.
In addition to most European Union countries, the project has been joined by countries from all continents, bringing the total number of participating countries to 45. The role of participating countries is to take part in the project’s annual data collection exercise (first took place in 2024).
To share the data compiled under the initiative, the ReICO hub platform, together with dashboards, and the OECD Data Explorer ReICO database have been publicly available since June 2025.
Estonia is represented in the project by the Estonian Research Council, and data collection has been carried out in cooperation with Statistics Estonia.
