Sustainable Blue Economy partnership oped a third call for joint research projects

The Horizon Europe Sustainable Blue Economy (SBEP) partnership launched its third joint transnational call on the topic „Digitalisation and Innovation for Resilient Marine Ecosystems, Businesses, and Communities to Strengthen the EU Blue Economy’s Competitiveness“.

The applicants can choose  one of the five priority areas:

  1. Digital Twins of the Ocean (DTOs) at sub-basin scale
  2. Transitioning the blue economy sectors, and the development of the coexistence and the marine multi-use infrastructures
  3. Climate-Smart Planning and managing sea-uses at the regional level
  4. Blue Bioresources: sustainable fisheries and aquaculture, and new bio-based products
  5. Resilient Coastal Communities and Businesses

Proposals must address at least two European sea-basins, including the Baltic Sea, Black Sea, Mediterranean Sea, North Sea, or Atlantic Ocean, and assess the project’s impact on these basins. Proposals may also focus on regional seas such as the Adriatic Sea, Aegean Sea, Arctic, Barents Sea, or Celtic Sea.

The second SBEP co-funded call brings together national and regional funding from 28 countries, with a total estimated budget of approximately 44 million euros.

Estonian participants may receive funding from ETAG: up to 100,000 euros as a standard project partner or up to 300,000 euros as a coordinator. The Ministry of Regional Affairs and Agriculture provides up to 100,000 euros per project.

Estonian applicants have to take in to acconunt that all project-related costs must be incurred no later than 31.08.2029, i.e. the Estonian partner’s activities must be completed by that time.

Deadlines:

  • Pre-proposal submission deadline 17th of November 2025 at 15:00 CET
  • Full proposal submission deadline 17th of June 2025 at 15:00 CET

Call for Experts

A call for experts to evaluate the pre-proposals submitted under the third joint transnational co-funded call will be launched at the end of September. Participation in the evaluation is paid 50 EUR for each pre-proposal and 100 EUR for each full proposal reviewed. Expert participating at the evaluation meeting will receive a fee of 250 EUR.
