{"id":104461,"date":"2025-07-03T10:42:35","date_gmt":"2025-07-03T07:42:35","guid":{"rendered":"https:\/\/etag2025.etag.ee\/cooperation\/cost\/"},"modified":"2026-06-04T15:32:00","modified_gmt":"2026-06-04T12:32:00","slug":"cost","status":"publish","type":"page","link":"https:\/\/etag.ee\/en\/cooperation\/cost\/","title":{"rendered":"COST"},"content":{"rendered":"<div class=\"classic-editor\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-7387b849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<p class=\"has-medium-font-size wp-el wp-block-paragraph\">Founded in 1971,&nbsp;<a href=\"https:\/\/www.cost.eu\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>COST, or European Cooperation in Science and Technology<\/strong><\/a><strong>, is Europe\u2019s oldest intergovernmental cooperation in the field<\/strong>.<\/p>\n\n\n\n<p class=\"wp-el wp-block-paragraph\">With the support of the Horizon Programme and the member countries, COST helps to bring together researchers and practitioners from many countries and from&nbsp;<strong>all fields of research and technology<\/strong>. COST does this through&nbsp;<strong>research and innovation networks, or COST Actions<\/strong>&nbsp;(projects) that help to connect existing research initiatives, and to open new R&amp;I avenues. Estonia joined COST in 1997.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<figure class=\"wp-block-image size-full wp-el\"><img decoding=\"async\" width=\"601\" height=\"213\" src=\"https:\/\/etag.ee\/wp-content\/uploads\/2025\/07\/COST.png\" alt=\"\" class=\"wp-image-2280\" title=\"\"><\/figure>\n<\/div>\n<\/div>\n\n\n\n<p class=\"wp-el wp-block-paragraph\"><a href=\"https:\/\/www.cost.eu\/cost-actions\/what-are-cost-actions\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>COST Actions<\/strong><\/a>&nbsp;are bottom-up networks (projects) with a duration of four years. Their aim is to boost research, innovation and careers. Through them,&nbsp;<a href=\"https:\/\/www.cost.eu\/about\/who-is-who\/\" target=\"_blank\" rel=\"noreferrer noopener\">COST Association<\/a>&nbsp;does not fund research and innovation itself, but rather the expenses of&nbsp;<a href=\"https:\/\/www.cost.eu\/what-do-we-fund\/\" target=\"_blank\" rel=\"noreferrer noopener\">networking<\/a>: for example organising meetings, training schools, short term scientific missions (STSMs), and similar. COST also covers certain dissemination costs.<\/p>\n\n\n\n<p class=\"wp-el wp-block-paragraph\"><strong>New action proposals<\/strong>&nbsp;are collected through&nbsp;<a href=\"https:\/\/www.cost.eu\/funding\/how-to-get-funding\/open-call-a-simple-one-step-application-process\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Open Calls<\/strong><\/a>&nbsp;usually once a year.<\/p>\n\n\n\n<p class=\"wp-el wp-block-paragraph\"><strong>COST rules<\/strong>&nbsp;<strong>for applicants<\/strong>&nbsp;as well as&nbsp;<strong>for ongoing&nbsp;actions<\/strong>&nbsp;are explained on the&nbsp;<a href=\"https:\/\/www.cost.eu\/funding\/how-to-get-funding\/documents-guidelines\/\" target=\"_blank\" rel=\"noreferrer noopener\">COST Documents and Guidelines page:<\/a>&nbsp;<strong>the most comprehensive overview of the COST rules<\/strong>&nbsp;can be found in the&nbsp;<em><strong>Annotated rules for COST Actions<\/strong>&nbsp;\u2013&nbsp;<\/em>see also the&nbsp;<a href=\"https:\/\/www.cost.eu\/cost-actions\/annotated-rules-qa\/\" target=\"_blank\" rel=\"noreferrer noopener\">Annotated Rules FAQ<\/a>.<\/p>\n\n\n\n<p class=\"wp-el wp-block-paragraph\">Note that COST Action participation is individual (rather than institutional) and a person does not need to be a proposer to participate in a COST Action.&nbsp;<strong>Guidance on how to join an approved or already ongoing Action<\/strong>&nbsp;is available&nbsp;<a href=\"https:\/\/www.cost.eu\/cost-actions-event\/browse-actions\/\" target=\"_blank\" rel=\"noreferrer noopener\">on each action\u2019s page on COST website<\/a>&nbsp;(How to participate?) or on an action\u2019s own website as soon as the website is established.<\/p>\n\n\n\n<p class=\"wp-el wp-block-paragraph\">Please read about various aspects of COST on&nbsp;<a href=\"https:\/\/www.cost.eu\/\" target=\"_blank\" rel=\"noreferrer noopener\">COST website<\/a>, or contact the National Coordinator (contact details above).<\/p>\n\n\n\n<h2 class=\"wp-block-heading wp-el\">How to join a COST Action (for those who did not act as co-applicants\/secondary proposers in the Action\u2019s proposal)<\/h2>\n\n\n\n<p class=\"wp-el wp-block-paragraph\">Joining COST Actions has changed to some extent since 2021. The first step for joining a COST Action is to apply to<strong>&nbsp;join one or several of the Working Groups<\/strong>&nbsp;on the Action\u2019s page on the COST website (the Working Groups and Membership tab). The Working Groups are outlined in the MoU (Memorandum of Understanding) document on the same page. To join also&nbsp;<strong>the Management Committee<\/strong>&nbsp;of the Action, write to the Main Proposer of the Action as well as to the Estonia\u2019s COST coordinator (see the steps below). There is a maximum of two positions for each country in the MC. MC participation is voluntary, but recommended if possible (in case of vacant positions), as it gives an overview of the Action as a whole and allows to have a say in the overall decisions. MC member status also enables to take part at the Action\u2019s kick-off meeting. On the other hand, Working Group membership has gained importance and visibility since 2021.<\/p>\n\n\n\n<p class=\"wp-el wp-block-paragraph\">The&nbsp;<strong>three levels of COST Action participation<\/strong>&nbsp;(ad hoc participation, WG membership, and MC membership) are thoroughly explained in the&nbsp;<em>Annotated Rules for COST Actions<\/em>&nbsp;n the&nbsp;<a href=\"https:\/\/www.cost.eu\/funding\/how-to-get-funding\/documents-guidelines\/\" target=\"_blank\" rel=\"noreferrer noopener\">COST Documents and Guidelines page<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading wp-el\">Steps for joining the Management Committee (MC)<\/h2>\n\n\n\n<ol class=\"wp-block-list wp-el\">\n<li>Complete the application to join the Working Group(s) on the Working Groups and Membership tab (see above).<\/li>\n\n\n\n<li>Check on the Management Committee tab if an Estonia\u2019s seat could be vacant in the MC (up to two positions per country).
