Norwegian-Estonian Research Cooperation Programme

 

Call for proposals, deadline March, 14, 2013

The Estonian Ministry of Education and Research in cooperation with the Estonian Research Council and the Research Council of Norway are pleased to announce a call for proposals under the Norwegian-Estonian Research Cooperation Programme.

The overall objective of the Norwegian-Estonian Research Cooperation Programme is to enhance research-based knowledge development in Estonia through research cooperation between Norway and Estonia. The Programme, through a single call for proposals for academic research projects, is designed to ensure the quality and high level of research. The Programme shall strengthen bilateral relations with the aim of stimulating long-term cooperation, capacity and competence-building. An important objective of the Programme is to strengthen human resources in research through facilitating international relations and involving PhD and master’s students in the projects.

 

Proposals for research projects are invited in all areas of research:

–          Culture and Society (including social sciences and humanities);

–          Environment and Biosciences;

–          Health;

–          Physical Sciences and Engineering.

 

Joint research projects in the field of basic and/or applied research will be supported.

Eligible applicants (Project Promoters) are research and development institutions.

Project partners have to be public or private research and development institutions or private law enterprises.

Cooperation with at least one research team of Norway (donor project partner) is mandatory.

Proposals are submitted by Estonian research organisations (Project Promoters) electronically via the Estonian Research Information System ETIS (www.etis.ee). One-stage submission process is used. The online submission system will be available for applicants as of 14 January 2013.

The deadline for submission of proposals is 14 March 2013 at 16.00 (EET).

 

The minimum eligible duration of the projects is 24 months. The end of the period of eligibility of expenditures in the projects is 30 April 2016. The projects are planned to start in September 2013, but not before the date on which the Programme Operator decides to award the project grant.

The minimum amount of grant assistance applied for is € 50 000; the maximum amount is € 300 000 (including overhead costs). The total amount available through the call is € 2 958 333.

Grants from the Programme may be up to 95% of the total eligible project costs, provided that all applicable national and EU rules on state aid are complied with. Any remaining costs of the project shall be provided or obtained by the Project Promoter and the project partners, according to their respective shares of the project budget. Co-financing shall be in the form of cash.

Eligible costs are personnel-related expenses (salaries, scholarships), subcontracting costs, travel costs, other costs (consumables) and institutional overhead. Costs are eligible if they are justified, necessary and appropriate, and directly related to the project. Eligible costs are further described in the “Guide for Applicants”.

Proposals are evaluated by at least three international independent experts. Evaluation rules are defined and selection process is described in the “Guide for Evaluators”.
