Targeted evaluation was a form of external evaluation of research and development activities used in Estonia from 2010 to 2025. Its purpose was to support science policy decisions, measures and strategic development plans by providing independent, evidence-based input for the design and implementation of national programmes and field-specific initiatives.

Targeted evaluations could be conducted in one or several fields of research and development.

The procedure for targeted evaluations was regulated by the Organisation of Research and Development Act. For each evaluation, the Minister of Education and Research approved the topic, participants, evaluators and detailed arrangements. Targeted evaluations involved research and development institutions whose R&D activities had been financed from the state budget in the preceding year.

Under the current legal framework, targeted evaluation has been restructured and is now conducted as thematic evaluation.
