What is supported?

 

The programme “Supporting the Internationalisation of Research and Development: Integration into the International Knowledge Market”, also known as Mobilitas 3.0, aims to support the internationalisation of Estonian research. The programme is implemented by the Estonian Research Council in accordance with the Order of the Minister of Education and Research of 26 October 2023 (see also the conditions for granting support and unit costs). The Order establishes the conditions for granting support under the programme “Supporting the Internationalisation of Research and Development: Integration into the International Knowledge Market” (Mobilitas 3.0). The total budget of the programme is EUR 36.4 million, of which 70% is financed by the European Regional Development Fund.

Purpose of the support

The purpose of the programme is to contribute to ensuring the sustainable functioning of the Estonian research system, to strengthening its high quality and competitiveness, and to promoting the internationalisation of research.

As a result of the programme, the level of excellence of Estonian research will increase, and the participation of Estonian stakeholders in initiatives under the European Union framework programmes will expand.

What is supported?

The support measures offered under the Mobilitas 3.0 programme include the following:

  • Supporting the ERC applications – support for researchers working in Estonia whose research and development project has reached the second stage of evaluation in an ERC grant application and received an “A” rating (or, in the case of a Synergy Grant, reached the third evaluation stage), but has not received funding. This support enables the continuation of a project that initially remained unfunded, until the preparation and submission of a new ERC grant application.
  • Incoming Postdoctoral grant – support for postdoctoral researchers wishing to come to Estonia. The grant is intended for researchers who have received a positive evaluation (i.e. at least 70 points) in the Marie Skłodowska-Curie Postdoctoral Fellowship call but have not been awarded funding and who wish to continue their research in Estonia.
  • Support for participation in international research, development and innovation initiatives.
    support aimed at the implementation of projects submitted by Estonian R&D institutions that have received a positive evaluation in calls under European Partnerships and ERA-NETs specified in the participation plan.
  • Estonian Liaison Office in Brussels – promotes Estonian research and development activities and provides opportunities to participate in European Union initiatives. Cooperation is carried out with liaison offices of other EU Member States within the IGLO (Informal Group of RTD Liaison Offices) network. Advanced training opportunities are offered in Brussels to Estonian researchers and research administrators, events are organised, and information is exchanged between Estonian research and development organisations and Brussels-based institutions..
  • International promotion of Estonian research “Research in Estonia” – promotes Estonian research and development activities and presents Estonia as an attractive destination for research.
