The Estonian Research Council operates in accordance with the Organisation of Research and Development and Innovation Act and, in its operations, follows its Statutes, national research and development strategies, and other foundational documents.

ETAG’s strategic governance and oversight are carried out by a Council appointed by the Minister of Education and Research. Strategic management and supervision are carried out by the Board of the Estonian Research Council, while the Management Board leads ETAG’s operations in accordance with the Estonian Research Council Development Plan 2021–2027. The core activities are implemented by four departments, supported by an administrative unit responsible for the organisation’s support functions.

Governance Structure of ETAG

An independent Evaluation Committee of distinguished researchers oversees the assessment of Estonia’s research and development quality. The Committee is chaired by ETAG’s Director General.
