Partners

The partners of this sub‑activity are:
• the Ministry of Education and Research;
• the Ministry of Economic Affairs and Communications;
• the Government Office;
• the Enterprise and Innovation Foundation.

Scope of the activity

The activity supports:
• the implementation of applied research, policy analyses, and expert assessments;
• enhancing the competence of partners and relevant officials by organising targeted training activities and supporting their participation in training courses, seminars, and study visits.

Coordination and collection of topics for research proposals

The Estonian Research Council coordinates the collection of proposals topics for applied research, policy analyses, and expert assessments from the partners. The Estonian Research Council may also submit proposal topics itself.

A steering committee, consisting of representatives of the partners and the Estonian Research Council, is formed to guide the process. The steering committee:
• approves the annual research plan;
• submits proposals to the Estonian Research Council regarding the commissioning of applied research, policy analyses, and expert assessments;
• oversees activities related to capacity building;
• coordinates the implementation of applied research, policy analyses, and expert assessments.

Procurement and implementation

Applied research, policy analyses, and expert assessments are either commissioned by the Estonian Research Council as a service or carried out by the Research Council itself.

The studies commissioned under this activity support the development of Estonia’s RDI policy and provide a basis for evidence-based assessment of the effectiveness and impact of development plan activities.
