Euroopa horisondi teadustaristu programmi raames toetatakse erinevate teadustaristute arendamist ja soodustatakse Euroopa ülest avatud kasutust. Siia alla kuuluvad nii rajatised, ressursid kui teenused, mis võimaldavad teadlastel teostada murrangulisi teadusuuringuid. Toetatakse näiteks uurimislaborite, teadusaparatuuri ja -tehnoloogiate edendamist, andmebaaside jagamist, arvutus- ja suhtlusvõrkude loomist, taristute ühendamist, rahvusvahelist koostööd ning taristu ekspertide koolitamist.
HEU projektides saavad osaleda igat tüüpi organisatsioonid eeldusel, et neil on osalemiseks vajalik tegevus- ja finantssuutlikkus, kindel roll projektis ning suutlikkus oma rolli täita. ELi toetust saavad asutused, mis on registreeritud ELis või HEUga assotsieerunud riigis. Samuti võivad toetust saada paljude keskmise ja madala sissetulekuga riikide organisatsioonid.
Enamasti tuleb HEU taotlusvoorus osalemiseks moodustada konsortsium. Miinimumnõudena peab konsortsium koosnema vähemalt kolmest üksteisest sõltumatust organisatsioonist, kes on pärit vähemalt kolmest erinevast ELi riigist või HEUga assotsieerunud riigist. Seejuures vähemalt üks neist peab olema ELi liikmesriigist.
HEU teadustaristute toetusi saab taotleda Funding & Tenders portaalis.

2026 on plaanitud 9 teadus-arendusprojekti (RIA), kus toetuse eesmärgiks on uute teadmiste loomine, uue või täiendatud tehnoloogia teostatavuse uurimine ning 3 koordineerivat-toetavat projekti (CSA), millega soovitakse soodustada mitmesuguste HEU eesmärke toetavate tegevuste, mis ei ole otseselt teadus või innovatsioon, nt võrgustikutegevused, teadustulemuste kasutuselevõttu.
2027 planeeritakse 7 RIA ja 2 CSA projekti ning seekord tuleb ka üks EOSC Cofund projekt.

Teadustaristute programm on jagatud neljaks teemaplokiks:
INFRADEV - Consolidation and evolution of the European Research Infrastructure landscape
INFRADEV teemaploki fookus on kujundada sidus Euroopaülene teadustaristute ökosüsteem. Toetused ei ole teadussuuna spetsiifilised.
INFRADEV eesmärk on koondada ja arendada Euroopa teadustaristu maastikku, võttes eelkõige arvesse üle-Euroopaliste ESFRI teekaardi ja ERIC staatusega teadustaristute arendamist, et need toetaks tõhusat ja paindlikku Euroopa teadusruumi. Toetatakse Euroopa integreeritud teadustaristute ökosüsteemi arendamist, mis võivad olla või koosneda ühes kohas paiknevatest teadustaristutest, hajutatud rajatistest ja ühiseid teenuseid pakkuvatest teadustaristute võrgustikest.

INFRAEOSC - Enabling an operational, open and FAIR European Open Science Cloud ecosystem
INFRAEOSC teemaploki fookus on FAIR põhimõtetel andmete ja teenuste jagamine teadusele kui ka avalikkusele ning erasektorile arendades elektroonilisi andmehaldus ja -kogumis süsteeme mis on kättesaadavad üle Euroopa.
Programmi raames arendatud tarkvara peab olema avatud lähtekoodiga, litsentsitud CC0 üldkasutatava litsentsi alusel või avatud lähtekoodiga litsentsi alusel, vastavalt Free Software Foundation ja Open Source Initiative soovitustele. Kõik rahastatavad projektid peavad osalema EOSC partnerluses.

INFRASERV - Research infrastructure services to support health research, accelerate the green and digital transformation, and advance frontier knowledge
INFRASERV teemaploki fookus on arendada taristute teenuseid selleks, et toetada terviseteadust, kiirendada rohe- ja digipööret ning edendada tipptasemel teadust. Tegu on juurdepääsutoetusega, mida antakse erinevat tüüpi teadustaristute konsortsiumidele, tagamaks laiaulatusliku teadusteenuste ja rajatiste kättesaadavuse, mis on oluline suure uurimisvaldkonna jaoks või toetavad ühiskondlikke väljakutseid ja ELi prioriteete.

INFRATECH teemaploki fookus on arendada uuenduslikke tehnoloogiaid nagu teadusele vajalikku riistvara, töövahendeid ja -meetodeid ning välja töötada olulisi digilahendusi, kaasa arvatud AI rakendamist andmetöötluses. Soovitakse soodustada innovatsiooni ja tööstusega koosloomet.
